Health Industry Services

In Uruguay, Health System is divided into two great sectors: Public and Private.

In the first one, the agent that plays the main role is the Ministry of Public Health, since it is the entity in charge of the policies generation, the inspection of the private sector, the prevention of health through sanitary, vaccination and epidemic control campaigns.

Additionally, the State has a preponderant role in the administration of the services of health (A.S.S.E.). Centers of national reference, general hospitals and polyclinics are included here.

Also inside the Public sector, there are institutions like the State Bank of Insurance that covers the labor accidents and professional illnesses; the Social Security that includes D.I.S.S.E. – Health Insurance for workers, labor and maternal - infantile medicine; Police and Military sanitary service which assists police and military officials and their families; medical services of the State companies; departmental governments that cover the primary attention of health and the School of Medicine, through the Clinics Hospital.

Inside the Private sector, ,there are Institutions of Collective Medical Attendance (I.A.M.C.), and other private companies, as hospitals, clinical and mobile emergencies, some of which lease their services to the IAMC and the MSP (Ministry of Public Health).

Within this plan, the IAMC are one of the main actors of the Health system of our country.

The IAMC had their origin in associations of diverse nature (immigrants' groups, professional unions, sympathizers of political parties and other groups pf similar nature) that offered mechanisms of attention and medical covering for their members under safer and less onerous conditions, based on principle in the solidarity among their members.

Several internal and external changes have taken place from their origins, which have affected these institutions until arriving to the current reality of the mutualism. Among them, changes in the characteristics of their members or associates; increases in the number and in the costs of medical, technical and general manpower; changes in the provisioning alternatives and in the form of suppliers operation; in the need of carrying out continuous investments and changes in the environment in which they develop their services.

The institutional organs that have the responsibility for the management of the social destinies of the IAMC are generally constituted with the members' representatives or associates, elected for brief periods (for example, two years), without dismissing the possibility of reelection in the case when it is foreseen and authorized.
